A PFI contract to modernise and rationalise the Ministry of Defence’s Grade I listed Whitehall Headquarters and the Grade II listed Old War Office has been carried out by Modus Services Limited, a concession company which is jointly owned by John Laing and Innisfree.

In the mid 1990’s the MoD was operating from an inefficient and aging group of London offices and faced a huge bill to meet current health and safety regulations. The £439 million scheme sought to not only modernise the offices but also to change the traditional hierarchical working structure to a more open culture with fluid and creative communications. With this in mind Modus was established to undertake the necessary refurbishment works and to provide serviced accommodation as part of a 30 year PFI contract.
